PROCEDIMENTO E ASPECTOS RELEVANTES ACERCA DE SUA REALIZAÇÃO NOS NÚCLEOS URBANOS INFORMAIS DE NATAL/RN

Abstract

The theme that surrounds the right to housing has long been the subject of discussion in the most diverse spheres of the local government, where answers are being sought in order to solve problems in the urban space of Natal with regard to irregular properties. Natal's urban housing policy developed without realizing the problems that surround its borders today, with precarious infrastructure and poor land subdivision. In view of this, the population concentrated in neighborhoods inhabited predominantly with low-income population suffers from problems of lack of infrastructure and disorganization of urban space. As time passed, new specific laws tried to organize and implement guidelines that deal with the physical structure of cities and the regularization of properties in an informal legal situation, but without success. Thus, looking at the problems in the poorest communities at the local level, as well as in the North Zone of Natal, which was created through a policy to boost industry in the 70s, several neighborhoods, complexes and subdivisions were never properly treated. necessary attention. In the current scenario, the informal urban centers of Natal are being subject to land regularization in compliance with Law No. 13,465, of July 11, 2017, which provides for Rural and Urban Land Regularization. Innovative instruments and facilitators were created through this diploma, so that the Municipality, in participation with the population, can design and carry out the regularization of properties in an irregular situation, as well as provide broad access to beneficiaries, of social rights enshrined in the Magna Carta, aiming at dignified home.
